河北省工业和信息化厅 recently issued the "Hebei Province Science and Technology Enterprise Incubator Management Measures," aiming to guide the high-quality development of science and technology enterprise incubators in Hebei Province. The measures emphasize enhancing the level of technological services and improving incubation service efficiency, with the goal of promoting deeper integration between scientific and technological innovation and industrial innovation.

Science and technology enterprise incubators (hereinafter referred to as "incubators") are defined as institutions dedicated to promoting the transformation and industrialization of科技成果, nurturing science and technology enterprises, and fostering entrepreneurial spirit. They provide professional services such as business facilities,创业 guidance, technical support, market expansion, investment financing, and management consulting for early-stage science and technology enterprises and startup teams.

The primary function of incubators is to meet the growth needs of early-stage science and technology enterprises and startup teams by aggregating various resource elements. They offer comprehensive and professional incubation services, foster an entrepreneurial innovation ecosystem, stimulate innovative vitality, reduce entrepreneurial risks, promote employment through entrepreneurship, and facilitate the rapid development of enterprises.

Science and technology enterprise incubators in Hebei Province are categorized into two types: basic-level and advanced-level provincial incubators.

For basic-level provincial incubators, the operating entity must have a well-established operational management system and strong incubation service capabilities. The self-owned incubation场地 area should be at least 1,500 square meters. They need to have a professional operation team with full-time incubation service staff accounting for more than 80% of the total number of employees. At least one mentor should be assigned per every ten incubated enterprises. There must be no fewer than 20 incubated enterprises, with new registrations in the previous year accounting for at least 15% or no less than four. Open公共服务 platforms should be established to provide services such as technology transfer, investment financing, financial and legal consulting. The number of cooperating institutions that have signed contracts and actually provided services should be no fewer than five. In the previous year, no less than 15% of the incubated enterprises saw their operating income or research and development funding increase by more than 10%. Incubation service revenue should be separately accounted for, with income from sources other than rent and property management accounting for at least 15% of total revenue.

For advanced-level provincial incubators, the operating entity must have an advanced operational management system and outstanding industrial incubation capabilities. The self-owned incubation场地 area should be at least 5,000 square meters. They need to have a professional operation team with full-time incubation service staff accounting for more than 80% of the total number of employees. At least one mentor should be assigned per every ten incubated enterprises. There must be no fewer than 30 incubated enterprises, with new registrations in the previous year accounting for at least 20%, and science and technology small and medium-sized enterprises and innovative small and medium-sized enterprises making up no less than 30%. In the previous year, no less than five% of the incubated enterprises saw equity investments through funds such as independently established or co-established incubation funds or venture capital funds. Or at least ten% of the incubated enterprises received investment financing. In the previous year, no less than twenty% of the incubated enterprises saw their operating income or research and development funding increase by more than twenty%. Incubation service revenue should be separately accounted for, with income from sources other than rent and property management accounting for at least twenty% of total revenue. At least ten% of the incubated enterprises in the previous year achieved graduation.

Entities recognized as provincial incubators are entitled to relevant support policies in accordance with regulations.

The management measures require that incubators strengthen their capacity building, enhance the allocation of innovative resources, improve market-oriented operational capabilities, and utilize intelligent and digital means to increase incubation efficiency. They should also加强 personnel training, optimize the配置of entrepreneurship mentors, and encourage the establishment of technology manager positions. Incubators are also encouraged to strengthen collaborative efforts with Beijing and Tianjin, actively引进their top孵化 brands and technological service institutions. This will help enhance service levels and attract outstanding创业 teams and early-stage enterprises from outside the province, particularly from Beijing and Tianjin. These efforts aim to完善 regional industrial development chains and drive high-quality industrial development.
